Yes, he is civil and agreeable to his allies/not-enemies, and I believe he genuinely cares for some of them at the beginning of the game, but he is kind of... numb to everything towards the end, and as far as I can tell, only protects Charles out of duty in sequence 11. (Of course, this is only the interpretation according to the book, and as I said, even though I don't exactly like Forsaken, it works very well for this story.)
