Not quite. He hasn't begun to feel jealous and possessive of Connor specifically yet, but he is definitely jealous of the fact that Washington inspires loyalty, dedication and love in people (including Connor). They picked Washington as commander over him. And, despite the rumors, the troops still think kindly of him and love him. And now Connor, who Charles is beginning to get intrigued by is also devoting himself to Washington.

Charles is really jealous of Washington, because he's never the person people are devoted to.
