Um... I don't know why women couldn't pass on genetic memories... In fact, I think there's proof that they CAN:
In Project Legacy, there are two women's memories being accessed: Fiora aka The Courtesan (Rome, Chapter 1) and Vanessa (Holidays, Chapter 1, Renegotiated).
Also, I think Lucy mention that one of the Subjects at Abstergo was pregnant? So technically, she DID have the genetic memories, if she was able to access them.
